I found a link for fairly cheap ($15 bucks per sheet) reproductions of ships that served in the RNZN, and some other RN ships.  Among them are HMS Sheffield.  I beleive these are reproductions of the original builders' plans.

Bad news, folks.  Those HMS Sheffield plans, though good plans, are not original builders plans.  Those are the plans drawn by the late Norman Ough.  I know because I own a full three sheet set of these plans.  The RNZN Museum only has two of the three sheets to this plan set.  The third sheet (that they don't have) is a small sheet with details of the ship's crane and the ship's boats. 

Hopefully the other plans are real builders plans, but I would contact them and make sure before paying them to copy and ship them to you.  Now the truth is, for 1/144 scale combat, the Ough plans are worth the $15 for each sheet, but I just want you guys to know what you're buying...
