Here are some ideas I have put together, these changes are based off of the IRCWCC rules set.
Pumps The maximum number of pumps any ship may use is two, of whatever type that class of ship may mount. Monitors, Destroyers, Light Cruisers and Escort Carriers may only mount micro class pumps. Armored Cruisers, Heavy Cruisers and Battle Cruisers may mount half unit pumps. Battleships Fleet Carriers and Dreadnaughts may mount full unit pumps.
Speed All ships speed will be based on the maximum speed the ship achieved during trials. The chart below will list both the actual ships speed and the speed of the combat model.
41 knots or above: 21 seconds 35-40 knots: 22 seconds 30-34 knots: 23seconds 25-29 knots: 24 seconds 20-24 knots: 26 seconds 15-19 knots: 28 seconds 10-14 knots: 32 seconds 1-10 knots: 34 seconds
This rule replaces rule 11c
The following ships may have two side firing cannons in a single turret covering a side quadrant provided that they are the only side firing cannons covering that quadrant:
1. Any ship on the Ship List with a LOA of more than 725 feet 2. HMS Nelson.
