Some clubs allow this, others don't. Some that do require the captain to operate from a position where he can't directly see the action. You get the choice of a direct view from the ship or an overall tactical picture of the battle, but not both at once. Makes sense to me, to not let somebody have a big advantage over others with aiming unless they give up something else.

Check out Big Gun. Both are very common, to the point where most armed ships DO have full rotation & depression control of at least the main battery turrets.
