It was laid down, but wasn't finished. The plans were destroyed in an air raid, and construction was stopped. You can find good info about the German navy from both WW1 and WW2, as well as the planned ships that were not even begun, at this website: http://www.german-navy.de/
Hocheseeflotte means "High Seas Fleet," and is about the German navy in WW1. Kriegsmarine covers the German navy in WW2. The Z-plan (under Kriegsmarine) are ships that were planned but never begun.

Let me see what it would be if a club made a special exception to allow the ship. It is 7500t, 531.5 ft long, either a light cruiser or destroyer. It follows German destroyer conventions more, so that is more likely correct, but I'll look at both options.

As a destroyer, it would be 1.5 units and 22 seconds. As a light cruiser it would be 2.5 units and 22 seconds (in MWC) or 23 seconds (IRCWCC).
