Would it be allowed for me to make my superstructure the float by having jewelry chain or some sort of string like braided fishing line on the front center rear center and between the 6in casements on each side so my boats still floats after it is sunk just the deck is like 4 to 6 inches under water?
So then I can drive it back to shore because I cant swim

If it is that far under you may loose signal if you are running a 2.4ghz radio. It does not penetrate water very well at all.

I am not sure what the treaty rules are on recovery floats. Such a float may not be legal, or it may not have enough buoyancy to support the flooded hull. Alternatelyl you could mount the radio in the superstructure and have really long servo leads. I am not sure that is a good design idea though.

Well in the treaty rules there is nothin on saying floats are allowed or not allowed,
all it would do is when it sinks I will drive it as close to shore as possible, because I cant swim

Solution: learn to swim. It's not that difficult.
Have Battleship, will travel......

LEARN TO SWIM! It's one of those life skills that ranks right up there with learning to read and do basic arithmetic. Not only that, it's fun too! It makes water-sports a lot more accessible and safer if you know how to swim: diving, boating, even going to a water park. And, of course, recovering your sunken ship...

I have tried to swim I cant even doggy paddle
Thats why I only like to go in water I can see the bottom of.
In pools I will go out in the 12 feet part its not that hard.
But like swimming like the backstroke or where you go forward faster than you can walk in water I cant do that.
All I can do is stay afloat and move forward slowly.
I can only stay afloat for ten minutes after that I get to tired

Learn if your pond approves swimming first, however, as well as your club insurance. You don't want to be kicked off the pond for violating any rules.
